    A query language, also known as data query language or database query language (DQL), is a computer language used to make queries in databases and information systems. In database systems, query languages rely on strict theory to retrieve information. A well known example is the Structured Query Language (SQL). == Types == Broadly, query languages can be classified according to whether they are database query languages or information retrieval query languages. The difference is that a database query language attempts to give factual answers to factual questions, while an information retrieval query language attempts to find documents containing information that is relevant to an area of inquiry. Other types of query languages include: Full-text. The simplest query language is treating all terms as bag of words that are to be matched with the postings in the inverted index and where subsequently ranking models are applied to retrieve the most relevant documents. Only tokens are defined in the CFG. Web search engines often use this approach. Boolean. A query language that also supports the use of the Boolean operators AND, OR, NOT. Structured.     The interviewer effect (also called interviewer variance or interviewer error) is the distortion of response to an interviewer-administered data collection effort which results from differential reactions to the social style and personality of interviewers or to their presentation of particular questions. The use of fixed-wording questions is one method of reducing interviewer bias. Anthropological research and case-studies are also affected by the problem, which is exacerbated by the self-fulfilling prophecy, when the researcher is also the interviewer it is also any effect on data gathered from interviewing people that is caused by the behavior or characteristics (real or perceived) of the interviewer.     Principles for a Data Economy

    The Principles for a Data Economy – Data Rights and Transactions is a transatlantic legal project carried out jointly by the American Law Institute (ALI) and the European Law Institute (ELI). The Principles for a Data Economy deals with a range of different legal questions that arise in the data economy. Since data is different from other tradeable items, the Principles draw up legal rules for data transactions and data rights that take into account the interests of different stakeholders involved in the data economy. The Principles are designed to facilitate contractual relations as well as the drafting of model agreements and can guide courts and legislators worldwide. The project proposes a set of principles that can be implemented in any legal system and is designed to work in conjunction with any kind of data privacy/data protection law, intellectual property law or trade secret law. The Principles do not address or seek to change any of the substantive rules of these bodies of law. The Project Team consists of Neil B Cohen and Christiane Wendehorst (as Project Reporters) and Lord John Thomas as well as Steven O. Weise (as Project Chairs). == Characteristics of data == The law governing trades in commerce has historically focused on trade in items that are tangible like goods or on intangible assets, such as shares or licenses. However, data does not fit into any of these traditional categories, nor does it qualify as a service. It is often unclear how traditional legal rules and doctrines can apply to data, as data is different from other assets in many ways. For example, data can be multiplied at basically no cost and can be used in parallel for a variety of different purposes by many different people at the same time (data is a “non-rivalrous” resource). Uncertainty regarding the applicable rules to govern the data economy may inhibit innovation and growth and trouble stakeholders like data-driven industries, start-ups, and consumers. == Stakeholders in the data economy == The Principles have taken the basic types of players and relations which can be found in data ecosystems as a starting point to provide guidance in different situations. The central actors in the data economy are data controllers (also called “data holders”). They are in a position to access the data and decide for which purposes and means this data should be processed. A controller may exercise control all by itself or share it with co-controllers, such as under a data pooling arrangement. Data processors provide the processing of data on a controller’s behalf as a service. Another important group of stakeholders includes those that contribute to the generation of data (e.g. data subjects). Other players in the data economy include data assemblers or data intermediaries (e.g. data trusts). == History of the project and timeline == Before the official adoption of the project by ALI and ELI bodies in 2018, the project team carried out a Feasibility Study from October 2016 to February 2018. In the following years, the project team produced a number of drafts (e.g. “Preliminary Drafts” No. 1 to 4, “Tentative Draft No. 1”) and project progress were regularly discussed with advisory bodies and members of both the ALI and the ELI. The project reporters also included feedback and insights from industry stakeholders and experts that was gained after several meetings and workshops, hosted, inter alia by UNCITRAL, UNIDROIT and several national governmental institutions. Tentative Draft No. 2 was presented at the ALI Annual Meeting in May 2021 and approved by ALI membership. The latest draft ("Final Council Draft") was also approved by the ELI Council and ELI Membership. The Principles for a Data Economy were presented at an international conference with representatives from institutions such as the Uniform Law Commission (ULC), the European Commission, UNIDROIT, the OECD, the International Chamber of Commerce (ICC) and the World Economic Forum (WEF) in October 2021. == Project structure == The current draft (“Tentative Draft No. 2”) of the Principles consists of five Parts that each governs different aspects of the data economy: General Provisions, Data Contracts, Data Rights, Third Party Aspects of Data Activities, and Multi-State Issues. === General Provisions === Part I includes general provisions that apply to all other Parts of the Principles for a Data Economy. This Part sets out the purpose of the Principles: they aim to make existing law in the field of the data economy more coherent and support the development of the law in this field by courts and legislators worldwide. It is also clarified that the Principles have a wide scope of application and can be used in a variety of ways by stakeholders in the data economy. The Principles may, for example, serve private parties as a basis for contract formation, guide the deliberations of arbitral tribunals or inspire national legislation. Part I then defines several key terms, such as ‘digital data’ and ‘data right’. The scope of the Principles is limited to matters where information is recorded as an asset, resource or tradeable commodity and where large amounts of data, rather than single pieces of information, are concerned. This Part also clarifies that remedies with respect to data contracts and data rights are left to the applicable national law. === Data Contracts === Part II lists different types of contracts that often occur in the data economy and establishes two broad categories, namely contracts for the supply and sharing of data and contracts for services with regard to data. Contracts for the supply and sharing of data include, e.g. data transfer contracts or data pooling arrangements, while contracts for services with regard to data cover contracts for the processing of data or data intermediary contracts. The Principles provide default terms for each contract type, on issues such as the manner in which data should supply or which characteristics the data supplied should meet. These default terms 'automatically' become part of the contract unless the parties agree otherwise. === Data Rights === Part III governs legally protected interests of players in the data economy that stem from the characteristics of data as a resource (e.g. its non-rivalrous nature) or from public interest considerations. Such data rights may include the right to data access, the right to require the controller to desist from data activities or to correct incorrect/incomplete data, or even to receive an economic share in profits derived from the use of data. For example, the Principles deal with data rights of stakeholders that had a share in the co-generation of data and identify different factors to be considered in determining whether to afford a party a data right. The underlying idea that parties who have contributed to the generation of data should have some rights in the utilization of the data is also recognized by governmental institutions, such as by the Japanese Ministry of Economy, Trade and Industry (METI), and the term co-generated data, which was coined by the Principles for a Data Economy, has been adopted, inter alia by the European Commission, the German Data Ethics Commission and the Global Partnership on Artificial Intelligence (GPAI). This Part also deals with data rights for the public interest, such as data sharing rights in the field of innovation. === Third Party Aspects === Part IV governs different situations in which data transactions interfere with the rights of third parties. Such rights include intellectual property rights or rights derived from data privacy or data protection law. This Part sets out under which circumstances data activities should be considered wrongful vis à vis another party. For example, a data activity (like data processing or the onward supply of data) could be considered wrongful, if a controller interferes with the rights of data subjects that are protected by data-protection law. A data activity could also be wrongful if the controller is non-compliant with contractual limitations on data activities, enforceable by the protected party (e.g. a controller may only process data for a certain purpose). If someone obtained access to data by unauthorized means (i.e. data “theft”) this could also be considered wrongful.     N-World is a 3D graphics package developed by Nichimen Graphics in the 1990s, for Silicon Graphics and Windows NT workstations. Intended primarily for video game content creation, it has polygon modeling tools, 2D and 3D paint, scripting, color reduction, and exporters for several popular game consoles. After its initial release on Windows NT, N-World was renamed Mirai. The winged edge 3D modeler in N-World inspired the development at Nichimen Graphics of Nendo, a standalone 3D modeler, which in turn inspired the open source modeler Wings 3D. == History == N-World originated with Symbolics, a computer manufacturer notable for producing Lisp-based systems in the 1980s. Among the software packages that were produced for Symbolics computers are S-Graphics, a 3D animation suite that includes modules for polygon modeling, dynamics, paint, and rendering — titled S-Geometry, S-Dynamics, S-Paint, and S-Render, respectively. In 1992, Japanese trading company Nichimen Corporation purchased the rights to S-Graphics, ported it to Silicon Graphics IRIX, and marketed it as N-World. N-World retains the Lisp-based underpinnings of its predecessor, but was targeted at interactive content producers, with features useful for game developers.     Distributed transaction

    A distributed transaction operates within a distributed environment, typically involving multiple nodes across a network depending on the location of the data. A key aspect of distributed transactions is atomicity, which ensures that the transaction is completed in its entirety or not executed at all. It's essential to note that distributed transactions are not limited to databases. The Open Group, a vendor consortium, proposed the X/Open Distributed Transaction Processing Model (X/Open XA), which became a de facto standard for the behavior of transaction model components. Databases are common transactional resources and, often, transactions span a couple of such databases. In this case, a distributed transaction can be seen as a database transaction that must be synchronized (or provide ACID properties) among multiple participating databases which are distributed among different physical locations. The isolation property (the I of ACID) poses a special challenge for multi database transactions, since the (global) serializability property could be violated, even if each database provides it (see also global serializability). In practice most commercial database systems use strong strict two-phase locking (SS2PL) for concurrency control, which ensures global serializability, if all the participating databases employ it. A common algorithm for ensuring correct completion of a distributed transaction is the two-phase commit (2PC). This algorithm is usually applied for updates able to commit in a short period of time, ranging from couple of milliseconds to couple of minutes. There are also long-lived distributed transactions, for example a transaction to book a trip, which consists of booking a flight, a rental car and a hotel. Since booking the flight might take up to a day to get a confirmation, two-phase commit is not applicable here, it will lock the resources for this long. In this case more sophisticated techniques that involve multiple undo levels are used. The way you can undo the hotel booking by calling a desk and cancelling the reservation, a system can be designed to undo certain operations (unless they are irreversibly finished). In practice, long-lived distributed transactions are implemented in systems based on web services. Usually these transactions utilize principles of compensating transactions, Optimism and Isolation Without Locking. The X/Open standard does not cover long-lived distributed transactions. Several technologies, including Jakarta Enterprise Beans and Microsoft Transaction Server fully support distributed transaction standards. == Synchronization == In event-driven architectures, distributed transactions can be synchronized through using request–response paradigm and it can be implemented in two ways: Creating two separate queues: one for requests and the other for replies.     An adaptive algorithm is an algorithm that changes its behavior at the time it is run, based on information available and on a priori defined reward mechanism (or criterion). Such information could be the story of recently received data, information on the available computational resources, or other run-time acquired (or a priori known) information related to the environment in which it operates. Among the most used adaptive algorithms is the Widrow-Hoff’s least mean squares (LMS), which represents a class of stochastic gradient-descent algorithms used in adaptive filtering and machine learning. In adaptive filtering the LMS is used to mimic a desired filter by finding the filter coefficients that relate to producing the least mean square of the error signal (difference between the desired and the actual signal). For example, stable partition, using no additional memory is O(n lg n) but given O(n) memory, it can be O(n) in time. As implemented by the C++ Standard Library, stable_partition is adaptive and so it acquires as much memory as it can get (up to what it would need at most) and applies the algorithm using that available memory. Another example is adaptive sort, whose behavior changes upon the presortedness of its input. An example of an adaptive algorithm in radar systems is the constant false alarm rate (CFAR) detector. In machine learning and optimization, many algorithms are adaptive or have adaptive variants, which usually means that the algorithm parameters such as learning rate are automatically adjusted according to statistics about the optimisation thus far (e.g. the rate of convergence). Examples include adaptive simulated annealing, adaptive coordinate descent, adaptive quadrature, AdaBoost, Adagrad, Adadelta, RMSprop, and Adam. In data compression, adaptive coding algorithms such as Adaptive Huffman coding or Prediction by partial matching can take a stream of data as input, and adapt their compression technique based on the symbols that they have already encountered.     Chinese speech synthesis is the application of speech synthesis to the Chinese language (usually Standard Chinese). It poses additional difficulties due to Chinese characters frequently having different pronunciations in different contexts and the complex prosody, which is essential to convey the meaning of words, and sometimes the difficulty in obtaining agreement among native speakers concerning what the correct pronunciation is of certain phonemes. == Concatenation (Ekho and KeyTip) == Recordings can be concatenated in any desired combination, but the joins sound forced (as is usual for simple concatenation-based speech synthesis) and this can severely affect prosody; these synthesizers are also inflexible in terms of speed and expression. However, because these synthesizers do not rely on a corpus, there is no noticeable degradation in performance when they are given more unusual or awkward phrases. Ekho is an open source TTS which simply concatenates sampled syllables. It currently supports Cantonese, Mandarin, and experimentally Korean. Some of the Mandarin syllables have been pitched-normalised in Praat. A modified version of these is used in Gradint's "synthesis from partials". cjkware.com used to ship a product called KeyTip Putonghua Reader which worked similarly; it contained 120 Megabytes of sound recordings (GSM-compressed to 40 Megabytes in the evaluation version), comprising 10,000 multi-syllable dictionary words plus single-syllable recordings in 6 different prosodies (4 tones, neutral tone, and an extra third-tone recording for use at the end of a phrase). == Lightweight synthesizers (eSpeak and Yuet) == The lightweight open-source speech project eSpeak, which has its own approach to synthesis, has experimented with Mandarin and Cantonese. eSpeak was used by Google Translate from May 2010 until December 2010. The commercial product "Yuet" is also lightweight (it is intended to be suitable for resource-constrained environments like embedded systems); it was written from scratch in ANSI C starting from 2013. Yuet claims a built-in NLP model that does not require a separate dictionary; the speech synthesised by the engine claims clear word boundaries and emphasis on appropriate words. Communication with its author is required to obtain a copy. Both eSpeak and Yuet can synthesis speech for Cantonese and Mandarin from the same input text, and can output the corresponding romanisation (for Cantonese, Yuet uses Yale and eSpeak uses Jyutping; both use Pinyin for Mandarin). eSpeak does not concern itself with word boundaries when these don't change the question of which syllable should be spoken. == Corpus-based == A "corpus-based" approach can sound very natural in most cases but can err in dealing with unusual phrases if they can't be matched with the corpus. The synthesiser engine is typically very large (hundreds or even thousands of megabytes) due to the size of the corpus. === iFlyTek === Anhui USTC iFlyTek Co., Ltd (iFlyTek) published a W3C paper in which they adapted Speech Synthesis Markup Language to produce a mark-up language called Chinese Speech Synthesis Markup Language (CSSML) which can include additional markup to clarify the pronunciation of characters and to add some prosody information. The amount of data involved is not disclosed by iFlyTek but can be seen from the commercial products that iFlyTek have licensed their technology to; for example, Bider's SpeechPlus is a 1.3 Gigabyte download, 1.2 Gigabytes of which is used for the highly compressed data for a single Chinese voice. iFlyTek's synthesiser can also synthesise mixed Chinese and English text with the same voice (e.g. Chinese sentences containing some English words); they claim their English synthesis to be "average". The iFlyTek corpus appears to be heavily dependent on Chinese characters, and it is not possible to synthesize from pinyin alone. It is sometimes possible by means of CSSML to add pinyin to the characters to disambiguate between multiple possible pronunciations, but this does not always work. === NeoSpeech === There is an online interactive demonstration for NeoSpeech speech synthesis, which accepts Chinese characters and also pinyin if it's enclosed in their proprietary "VTML" markup. === Mac OS === Mac OS had Chinese speech synthesizers available up to version 9. This was removed in 10.0 and reinstated in 10.7 (Lion). === Historical corpus-based synthesizers (no longer available) === A corpus-based approach was taken by Tsinghua University in SinoSonic, with the Harbin dialect voice data taking 800 Megabytes. This was planned to be offered as a download but the link was never activated. Nowadays, only references to it can be found on Internet Archive.     Organizational Information Theory (OIT) is a communication theory, developed by Karl Weick, offering systemic insight into the processing and exchange of information within organizations and among its members. Unlike the past structure-centered theory, OIT focuses on the process of organizing in dynamic, information-rich environments. Given that, it contends that the main activity of organizations is the process of making sense of equivocal information. Organizational members are instrumental to reduce equivocality and achieve sensemaking through some strategies — enactment, selection, and retention of information. With a framework that is interdisciplinary in nature, organizational information theory's desire to eliminate both ambiguity and complexity from workplace messaging builds upon earlier findings from general systems theory and phenomenology. == Inspiration and influence of pre-existing theories == 1. General Systems Theory The General Systems Theory, on its most basic premise, describes the phenomenon of a cohesive group of interrelated parts. When one part of the system is changed or affected, it will affect the system as a whole. Weick uses this theoretical framework from 1950 to influence his organizational information theory. Likewise, organizations can be viewed as a system of related parts that work together towards a common goal or vision. Applying this to Weick's organizational information theory, organizations must work to reduce ambiguity and complexity in the workplace to maximize cohesiveness and efficiency. Weick uses the term, coupling, to describe how organizations, like a system, can be composed of interrelated and dependent parts. Coupling looks at the relationship between people and work. There are two types of coupling: 1. Loose coupling Loose coupling describes that while people within the organization or system are connected and often work together, they do not depend on one another to continue or fully complete individual work. The dependencies are weak and workflow is flexible. For example, "if the whole Science department completely shuts down because all of teachers are sick or for whatsoever reason, the school can still continue to operate because other departments are still present." 2. Tight coupling Tight coupling describes when connections within an organization are strong and dependent. If one part of the organization is not operating correctly, the organization as a whole cannot continue to their fullest potential. " For instance, the format and ink section completely shuts down hence the succeeding steps cannot be continued, so the whole process of the organization will be dropped. Thus, components of a system are directly dependent on one another." 2. Theory of evolution The theory of evolution, by Charles Darwin, is a framework for survival of the fittest. According to Darwin, organisms attempt to adapt and live in an unforgiving environment. Those that are unsuccessful in adaptation do not survive, while the strong organisms continue to thrive and reproduce. Weick invokes inspiration from Darwin, to incorporate a biological perspective to his theory. It is natural for organizations to have to adapt to incoming information that often interfere with the preexisting environment. Organizations that are able to plan and alter strategies in accordance with their constant need of organizing and sense making, will survive and be the most successful. However, there is a notable difference between animal evolution and survival of the fittest in organizations, "A given animal is what it is; variation comes through mutation. But the nature of an organization can change when its members alter their behavior." == Assumptions == 1. Human organizations exist in an information environment Unlike senders and receivers models, OIT stands on the situational perspective. Karl Weick views a human organization as an open social system. People in that system develop a mechanism to establish goals, obtain and process information, or perceive the environment. In this process, people and the environment come to conclusions on "what's going on here?". Colville believes that this attributional process is retrospective. Take an education institution as an example. A university can obtain information regarding students' needs in numerous ways. It might create feedback section in its website. It could organize alumni panels or academic affairs to attract prospective students and collect concrete questions they are interested in. It may also conduct the survey or host focus group to get the information. After that, the staff of the university have to decide how to deal with these information, based on which, it has to set and accomplish its goals for current and prospective students. 2. The information an organization receives differs in terms of equivocality Weick posits that numerous feasible interpretations of reality exist when organizations process information. Their varying levels of understandability lead to different outcomes of information inputs. In other academic works, scholars tend to say that messages are uncertain or ambiguous. While according to OIT, messages are described to be equivocal. believes that people proactively exclude a number of possibilities to perceive what is going on in the environment. Due to OIT's situational perspective, the meanings of messages consist of the messages, the interpretations of receivers, and the interactional context. However, ambiguity and uncertainty can mean that a standard answer - the only one true objective interpretation - exists. Also, Weick emphasizes that "the equivocality is the engine that motivates people to organize". Maitlis and Christianson states that the equivocality trigger sensemaking for three reasons: environment jolts and organizational crises, threats to identity, and planned change interventions. 3. Human organizations engage in information processing to reduce equivocality of information Based upon the first two assumption, OIT proposes that information processing within organizations is a social activity. Sharing is the key feature of organizational information processing. In that particular context, members jointly make sense the reality by reducing equivocality. It other words, the sensemaking is a joint responsibility which includes numerous interdependent people to accomplish. In this process, organizations and its members combine actions and attributions together in order to find the balance between the complexity of thoughts and the simplicity of actions. Weick also proposes that people create their own environment though enactment, which is the action of making sense. This is because people have different perceptual schemas and selective perception, so people create different information environments. In creating different information environments, people can arrive at the same or close to the same understanding or solution through different thought processes and overall understanding. == Key concepts == === The organization === In order to place Weick's vision regarding Organizational Information Theory into proper working context, exploring his view regarding what constitutes the organization and how its individuals embody that construct might yield significant insights. From a fundamental standpoint, he shared a belief that organizational validation is derived---not through bricks and mortar, or locale—but from a series of events which enable entities to "collect, manage and use the information they receive." In elaborating further on what constitutes an organization during early writings outlining OIT, Weick said, "The word organization is a noun and it is also a myth. if one looks for an organization, one will not find it. What will be found is that there are events linked together, that transpire within concrete walls and these sequences, their pathways, their timing, are the forms we erroneously make into substances when we talk about an organization". When viewed in this modular fashion, the organization meets Weick's theoretical vision by encompassing parameters that are less bound by concrete, wood, and structural restraints and more by an ability to serve as a repository where information can be consistently and effectively channeled. Taking these defining characteristics into account, proper channel execution relies on maximization of messaging clarity, context, delivery and evolution through any system. One example as to how these interactions might unfold on a more granular level within these confines can be gleaned through Weick's double interact loop, which he considers the "building blocks of every organization".     Information audit

    The information audit (IA) extends the concept of auditing from a traditional scope of accounting and finance to the organisational information management system. Information is representative of a resource which requires effective management and this led to the development of interest in the use of an IA. Prior the 1990s and the methodologies of Orna, Henczel, Wood, Buchanan and Gibb, IA approaches and methodologies focused mainly upon an identification of formal information resources (IR). Later approaches included an organisational analysis and the mapping of the information flow. This gave context to analysis within an organisation's information systems and a holistic view of their IR and as such could contribute to the development of the information systems architecture (ISA). In recent years the IA has been overlooked in favour of the systems development process which can be less expensive than the IA, yet more heavily technically focused, project specific (not holistic) and does not favour the top-down analysis of the IA. == Definition == A definition for the Information Audit cannot be universally agreed-upon amongst scholars, however the definition offered by ASLIB received positive support from a few notable scholars including Henczel, Orna and Wood; “(the IA is a) systematic examination of information use, resources and flows, with a verification by reference to both people and existing documents, in order to establish the extent to which they are contributing to an organisation’s objectives” In summary, the term audit itself implies a counting, the IA being much the same yet it counts IR and analyses how they are used and how critical they are to the success of a given task. == Role and scope of an IA == In much the same way as the IA is difficult to define, it can be utilised in a range of contexts by the information professional, from complying with freedom of information legislation to identifying any existing gaps, duplications, bottlenecks or other inefficiencies in information flows and to understand how existing channels can be used for knowledge transfer In 2007 Buchanan and Gibb developed upon their 1998 examination of the IA process by outlining a summary of its main objectives: To identify an organisation’s information resource To identify an organisation’s information needs Furthermore, Buchanan and Gibb went on to state that the IA also had to meet the following additional objectives: To identify the cost/benefits of information resources To identify the opportunities to use the information resources for strategic competitive advantage To integrate IT investment with strategic business initiatives To identify information flow and processes To develop an integrated information strategy and/or policy To create an awareness of the importance of Information Resource Management (IRM) To monitor/evaluate conformance to information related standards, legislations, policy and guidelines. == Methodology evolution == === Overview === In 1976 Riley first published a definition of IA as a way of analysing IR based on a cost-benefit model. Since Riley, scholars have outlined further developed methodologies. Henderson took a cost-benefit approach hoping to draw focus from manpower-costing to information storage and acquisition which he felt was being overlooked. In 1985 Gillman focused upon identifying the relationships which existed between various components in order to map them to one another. Neither Henderson nor Gillman’s methods offered alternative approaches beyond the existing organisational frameworks. Quinn took a hybrid-approach combining Gillman and Henderson’s methods to identify the purpose of existing IR and to position them within the organisation, as did Worlock. The differentiator between Quinn and Worlock lay in Worlock’s consideration of solutions outside of the current organisational structure. These approaches had thus far had paid little attention to the needs of the user or in making structured recommendations for the development of a corporate information strategy. Therefore, here follows a brief outline and overall comparison of four published strategic approaches in order that one might understand the development of the IA methodology. === Burk and Horton === In 1988 Burk and Horton developed InfoMap, the first IA methodology developed for widespread use. It aimed to discover, map and evaluate the IR within an organisation using a 4-stage process: Survey staff using questionnaires/interviews Measure the IR against cost/value Analyse resources Synthesise the findings and map the strengths and weaknesses of the IR against the objectives of the organisation. Although the method inventoried all IR (and therefore met standard ISO 1779) this bottom-up approach revealed limited analysis of the organisation holistically and the steps were not explicit enough. === Orna === Orna produced a top-down methodology in contrast to Burk and Horton, placing emphasis upon the importance of organisational analysis and aimed to assist in the production of a corporate information policy. Initially the method had just 4-stages, this later revised to a 10-stage process which included pre and post-audit stages as below: Conduct a preliminary review to confirm operational/strategic direction Gain support/resource from management Gain commitment from the other stakeholders (staff) Planning including the project, team, tools and techniques Identify the IR, information flow and produce a cost/value assessment Interpret findings based upon current versus desired state Produce a report to present findings Implement recommendations Monitor effects of change Repeat the IA Orna’s method introduced the need for a cyclical IA to be put in place in order for the IR to be continually tracked and improvements made regularly. Again this method was criticised for lacking some practical application and in 2004 Orna revised the methodology once more to try to rectify this problem === Buchanan and Gibb === In 1998, similarly to Orna's earlier publication, Buchanan and Gibb took a top-down approach, drawing techniques from established management disciplines to provide a framework and a level of familiarity for information professionals. This set of techniques was a notable contribution to IA methodologies and understood the need to be flexible for each organisation. Theirs was a 5-stage process: Promote benefits of the IA through seminars/surveys/CEO letter for cooperation Identify the mission objectives of the organisation, define environment (PEST), map information flow and examine organisation culture. Analyse and formulate action plan for problem areas, flow diagrams and a report of findings and recommendations Account for cost of IR and related services using Activity Based Costing (ABC) and Output Based Specification (OBS). Synthesise the whole process in final audit report and provide an information strategy (strategic direction) in relation to the organisation’s mission statement. This was the introduction of a new approach to costing the IR and had an integrated strategic direction, yet the scholars admitted that this method may be impractical for smaller organisations. === Henczel === Henczel’s methodology drew upon the strengths of Orna and Buchanan and Gibb to produce a 7-stage process: Planning and submission of business case for approval to proceed Data collection and development of an IR database and population through survey techniques Structured data analysis Data evaluation, interpretation and formulation of recommendations Communication of recommendations through a report Implementing recommendations through a devised programme The IA as a continuum-establishment of a cyclical process Focus was made once more on the strategic direction of the organisation conducting the IA. Furthermore, Henczel made examination into the use of the IA as a first-step in the development of a knowledge audit or knowledge management strategy as discussed in the later section. == Case studies == Scholars and information professionals have since tested the above methodologies with varied results. An early case study produced by Soy and Bustelo in a Spanish financial institution in 1999 aimed to identify the use of information resources for qualitative and quantitative data analysis due to the rapid expansion of the organisation within a six-year period. Although the methodology was not explicitly credited to any of the above-mentioned scholars, it did follow a strategic (post 1990's) IA process including gaining support from management, the use of questionnaires for data collection, analysis and evaluation of the data, identification and mapping of the IR, cost-analysis and outlining recommendations to assist with the establishment of an Information policy.     AI warfare refers to the use of artificial intelligence technologies to automate military operation and enhance or bypass human decision-making in armed conflicts. AI is used to rapidly analyze large volumes of military intelligence data, including making recommendations or decisions on who and what to target. Abdul-Rahman al-Rawi, a 20-year-old student, was the first acknowledged civilian killed by AI-assisted airstrike in a U.S. strike in Iraq in 2024. In 2026, the U.S. declared it would become an 'AI-first' warfighting force. Husain et al (2018) coined the term hyperwar to refer to warfare which is algorithmic or controlled by artificial intelligence, with little to no human decision-making. == 2026 Iran war == The 2026 Iran war has been described as the "first AI war", although the Untied States and Israel have previously used AI to identify targets during the Gaza war. The U.S. has used AI tools to attack Iran. These tools have been used for military intelligence, targeting, and damage assessment in the war in Iran. Using the Maven smart system, the U.S. attacked 1,000 targets in the first 24 hours of the war and 5,000 targets over the course of 10 days. While the U.S. had used Maven in 2022 to share targeting information with Ukraine and strike against Iraq, Syria, and against the Houthis in 2024, Iran's attacks are its biggest. Authorities are looking into whether artificial intelligence was involved in the airstrike on an Iranian girls' school that killed 170 civilians, the majority of whom were female students. The United States Central Command emphasized that humans were making final targeting decisions. Per a White House tally released on April 8, the U.S. military hit over 13,000 targets in Iran during the war's first 38 days, including more than 2,000 command-and-control sites, 1,500 air defense targets, and 1,450 industrial infrastructure targets. == Gaza war == As part of the Gaza war, the Israel Defense Forces (IDF) have used artificial intelligence to rapidly and automatically perform much of the process of determining what to bomb. IDF's Unit 8200 developed AI systems, dubbed the Gospel and Lavender, to find targets for the Israeli Air Force to bomb. The Gospel automatically provides targeting recommendations to human analysts, who decide whether to approve strikes. Lavender identified 37,000 Hamas-linked individuals early in the war, and was used alongside the Gospel, which chooses buildings or structures as targets. According to a report by +972 Magazine and Local Call, strikes assisted by Lavender were routinely permitted to kill 5–20 civilians for each suspected Hamas militant, who were often bombed at home with their families. The IDF denies these claims, maintaining that every strike is assessed to minimize collateral damage, and that there is no policy "to kill tens of thousands of people in their homes." Israel deployed AI technologies during the Gaza war for audio analysis, facial recognition, and airstrike targeting. One such system was used to help identify the location of Hamas commander Ibrahim Biari through phone call analysis, leading to strikes that killed him as well as more than 125 civilians. == 2022 Russian Ukraine war == Kyiv launched a project with Palantir called Brave1 Dataroom to build AI systems using the extensive combat data Ukraine has gathered since Russia’s full-scale invasion in 2022. The country has also created tools for in-depth airstrike analysis, introduced AI to process large volumes of intelligence, and incorporated these technologies into the planning of long-range strike operations. == Involved companies == Maven Smart System is developed by Palantir. It integrates Anthropic's Claude as its large language model, and uses Amazon's AWS servers as its cloud infrastructure. Since Anthropic's refusal to support autonomous weapons development and domestic surveillance efforts. In its place, other AI firms, including OpenAI, have been brought in to take over that role. == Involved state actors == In 2024, the United States Department of Defense had 800-plus active AI-related projects and requested $1.8 billion in AI funding, with Project Maven and Project Artemis (AI-resistant drones developed together with Ukraine) being the main ones. The technology has been used in Iran, Iraq, Syria and Yemen to identify targets. China is pursuing intelligentized warfare, integrating AI across all combat domains—land, sea, air, space, and cyber—with military AI spending exceeding $1.6 billion annually. == International regulation == Since 2014, states meeting within the framework of the Convention on Certain Conventional Weapons have discussed lethal autonomous weapon systems. In 2016, the treaty's states parties established an open-ended Group of Governmental Experts on Lethal Autonomous Weapons Systems to continue those discussions.     ISO 15926

    ISO 15926 is a standard for data integration, sharing, exchange, and hand-over between computer systems. The title, "Industrial automation systems and integration—Integration of life-cycle data for process plants including oil and gas production facilities", is regarded too narrow by the present ISO 15926 developers. Having developed a generic data model and reference data library for process plants, it turned out that this subject is already so wide, that actually any state information may be modelled with it. == History == In 1991 a European Union ESPRIT-, named ProcessBase, started. The focus of this research project was to develop a data model for lifecycle information of a facility that would suit the requirements of the process industries. At the time that the project duration had elapsed, a consortium of companies involved in the process industries had been established: EPISTLE (European Process Industries STEP Technical Liaison Executive). Initially individual companies were members, but later this changed into a situation where three national consortia were the only members: PISTEP (UK), POSC/Caesar (Norway), and USPI-NL (Netherlands). (later PISTEP merged into POSC/Caesar, and USPI-NL was renamed to USPI). EPISTLE took over the work of the ProcessBase project. Initially this work involved a standard called ISO 10303-221 (referred to as "STEP AP221"). In that AP221 we saw, for the first time, an Annex M with a list of standard instances of the AP221 data model, including types of objects. These standard instances would be for reference and would act as a knowledge base with knowledge about the types of objects. In the early nineties EPISTLE started an activity to extend Annex M to become a library of such object classes and their relationships: STEPlib. In the STEPlib activities a group of approx. 100 domain experts from all three member consortia, spread over the various expertises (e.g. Electrical, Piping, Rotating equipment, etc.), worked together to define the "core classes". The development of STEPlib was extended with many additional classes and relationships between classes and published as Open source data. Furthermore, the concepts and relation types from the AP221 and ISO 15926-2 data models were also added to the STEPlib dictionary. This resulted in the development of Gellish English, whereas STEPlib became the Gellish English dictionary. Gellish English is a structured subset of natural English and is a modeling language suitable for knowledge modeling, product modeling and data exchange. It differs from conventional modeling languages (meta languages) as used in information technology as it not only defines generic concepts, but also includes an English dictionary. The semantic expression capability of Gellish English was significantly increased by extending the number of relation types that can be used to express knowledge and information. For modelling-technical reasons POSC/Caesar proposed another standard than ISO 10303, called ISO 15926. EPISTLE (and ISO) supported that proposal, and continued the modelling work, thereby writing Part 2 of ISO 15926. This Part 2 has official ISO IS (International Standard) status since 2003. POSC/Caesar started to put together their own RDL (Reference Data Library). They added many specialized classes, for example for ANSI (American National Standards Institute) pipe and pipe fittings. Meanwhile, STEPlib continued its existence, mainly driven by some members of USPI. Since it was clear that it was not in the interest of the industry to have two libraries for, in essence, the same set of classes, the Management Board of EPISTLE decided that the core classes of the two libraries shall be merged into Part 4 of ISO 15926. This merging process has been finished. Part 4 should act as reference data for part 2 of ISO 15926 as well as for ISO 10303-221 and replaced its Annex M. On June 5, 2007 ISO 15926-4 was signed off as a TS (Technical Specification). In 1999 the work on an earlier version of Part 7 started. Initially this was based on XML Schema (the only useful W3C Recommendation available then), but when Web Ontology Language (OWL) became available it was clear that provided a far more suitable environment for Part 7. Part 7 passed the first ISO ballot by the end of 2005, and an implementation project started. A formal ballot for TS (Technical Specification) was planned for December 2007. However, it was decided then to split Part 7 into more than one part, because the scope was too wide. == Need for ISO15926 == In 2004, the National Institute of Standards and Technology (NIST) released a report on the impact of the lack of digital interoperability in the capital projects industry. The report estimated the cost of inadequate interoperability in the U.S. capital facilities industry to be $15.8 billion per year. This was considered likely to be a conservative figure. == The standard == ISO 15926 has thirteen parts (as of February 2022): Part 1 - Overview and fundamental principles Part 2 - Data model Part 3 - Reference data for geometry and topology Part 4 - Reference Data, the terms used within facilities for the process industry Part 6 - Methodology for the development and validation of reference data (under development) Part 7 - Template methodology Part 8 - OWL/RDF implementation Part 9 - Implementation standards, with the focus on standard web servers, web services, and security (under development) Part 10 - Conformance testing Part 11 - Methodology for simplified industrial usage of reference data (under development) Part 12 - Life cycle integration ontology in Web Ontology Language (OWL2) Part 13 - Integrated lifecycle asset planning === Description === The model and the library are suitable for representing lifecycle information about technical installations and their components. They can also be used for defining the terms used in product catalogs in e-commerce. Another, more limited, use of the standard is as a reference classification for harmonization purposes between shared databases and product catalogues that are not based on ISO 15926. The purpose of ISO 15926 is to provide a Lingua Franca for computer systems, thereby integrating the information produced by them. Although set up for the process industries with large projects involving many parties, and involving plant operations and maintenance lasting decades, the technology can be used by anyone willing to set up a proper vocabulary of reference data in line with Part 4. In Part 7 the concept of Templates is introduced. These are semantic constructs, using Part 2 entities, that represent a small piece of information. These constructs then are mapped to more efficient classes of n-ary relations that interlink the Nodes that are involved in the represented information. In Part 8 the Part 7 Templates are defined in OWL and instantiated in RDF. For validation and reasoning purposes all are represented in First-Order Logic as well. In Part 9 these Node and Template instances are stored in an RDF triple store, set up to a standard schema and an API. Each participating computer system maps its data from its internal format to such ISO-standard Node and Template instances. Data can be "handed over" from one triple store to another in cases where data custodianship is handed over (e.g. from a contractor to a plant owner, or from a manufacturer to the owners of the manufactured goods). Hand-over can be for a part of all data, whilst maintaining full referential integrity. Documents are user-definable. They are defined in XML Schema and they are, in essence, only a structure containing cells that make reference to instances of Templates. This represents a view on all lifecycle data: since the data model is a 4D (space-time) model, it is possible to present the data that was valid at any given point in time, thus providing a true historical record. It is expected that this will be used for Knowledge Mining. Data can be queried by means of SPARQL. In any implementation a restricted number of triple stores can be involved, with different access rights. This is done by means of creating a CPF Server (= Confederation of Participating Façades).
